Understanding the ECHS Structure
The Ex-Servicemen Contributory Health Scheme (ECHS) operates through a three-tier structure. At the top is the Central Organisation in Delhi, headed by a Managing Director (Major General), which sets overall policy for the scheme. Below it are ECHS Regional Centres (RC), headed by Regional Directors, which oversee ECHS operations across a group of states or command areas.
At the Station level, each military station has an ECHS Cell at the Station Headquarters, which handles local administration, clarifies member queries, and coordinates with the nearest ECHS Polyclinic — the actual facility where beneficiaries go for outpatient consultation, medicines, and referrals to empanelled hospitals. Polyclinics are classified into Types A to E based on the beneficiary load they serve.
