What are Pension Offices?

Defence pension work is divided among service-specific authorities. PCDA (Pensions), based in Prayagraj (Allahabad), is the central authority responsible for the grant, payment, and audit of pensionary awards for Army personnel and defence civilians, and remains the main authority now feeding pension data into the SPARSH system. Naval and Air Force pension processing was separately transferred to dedicated offices in 1985 for faster settlement.

NAVPEN, based in Mumbai, handles pension matters for Naval officers and sailors — covering PPO issues, ePPO downloads, and pension grievances. The Directorate of Air Veterans (DAV) performs a similar role for Air Force veterans, while the Directorate of Indian Army Veterans (DIAV) supports Army veterans and their families with welfare and pension-related coordination, working alongside PCDA(P).

This tool lets you find the correct office and contact details based on your service branch and the type of pension query — new pension claim, PPO correction, SPARSH migration issue, or arrears/grievance follow-up.

How to Use This Tool?

  1. Select the Pension Office relevant to your service branch — PCDA, DIAV, DAV, or NAVPEN.
  2. View the address, helpline number, and email listed for that office.
  3. For SPARSH-specific issues, use the SPARSH grievance portal link where provided, in addition to the office contact.
  4. Keep your PPO number and service details ready before contacting, as most queries require this for reference.

Frequently Asked Questions

What is PCDA (Pensions) and who does it serve?

PCDA (P), based in Prayagraj, is the central authority responsible for the grant, payment, and audit of pension awards for Army personnel, defence civilians, and their families. It remains central to SPARSH-based pension processing.

NAVPEN is the Naval pension office in Mumbai that handles pension matters — including PPO issues, ePPO downloads, and grievances — for Naval officers and sailors specifically.

DAV (Directorate of Air Veterans) supports Air Force veterans, while DIAV (Directorate of Indian Army Veterans) supports Army veterans — both handle welfare and pension-related coordination for their respective service branches.

SPARSH (System for Pension Administration Raksha) is the online portal through which defence pensioners access and manage their pension account. Pension offices like PCDA, NAVPEN, and DAV feed data into SPARSH and can be contacted for related grievances.

You can log in to the official SPARSH website, go to Service, and select “Raise Grievance” under the Grievance section — or contact the relevant pension office directly for assistance.

Keep your PPO (Pension Payment Order) number, service number, rank, and SPARSH account number (if applicable) ready, as these are usually required to process any query.
