How ECHS Grievance Redressal Works?

ECHS grievances are handled through a structured escalation path, and the right contact depends on the type of issue. For a deficiency in medical service at a Polyclinic or hospital, the first point of contact is the OIC of your Polyclinic or the Station HQ (SO, ECHS). For reimbursement or claim-related issues, complaints go to the Regional Centre (Jt Director HS or Director Regional Centre), since claims are processed through the BPA (Bill Processing Agency) — the online system (echsbpa.utiitsl.com) that scrutinizes and authorizes reimbursement claims for both empanelled and non-empanelled hospital treatment.

If there is no response at the Station HQ or Regional Centre level, the matter can be escalated to the Central Organisation ECHS in Delhi, which functions as the apex authority. Beneficiaries can also use the CPGRAMS portal (pgportal.gov.in) — the government’s centralized grievance redressal system — or the Army Veterans Grievance Handling Portal (indianarmyveterans.gov.in) for online complaint tracking. A toll-free helpline (1800-114-115) is also available on working days for general queries and escalation.

This tool helps you find the correct contact and portal based on your specific issue — service deficiency, claim delay, smart card problem, or a grievance that hasn’t been resolved at the local level.

How to Use This Tool?

  1. Identify the category of your issue — Central Organisation, BPA/Claims, or Card Issues.
  2. Select the relevant category to view the correct contact, portal link, or escalation address.
  3. Note the phone number, email, or portal URL provided.
  4. If unresolved at the local level, escalate step-by-step: Polyclinic → Regional Centre → Central Organisation, or use CPGRAMS for online tracking.

Frequently Asked Questions

Who should I contact for a service deficiency at my Polyclinic or hospital?

Approach the OIC of your Polyclinic or the SO, ECHS at your Station Headquarters first, as this is the correct first point of contact for service-related complaints.

Claim-related issues are handled by the Regional Centre (Jt Director HS or Director Regional Centre), since claims are processed and authorized through the BPA (Bill Processing Agency).

BPA stands for Bill Processing Agency — the online system that scrutinizes and authorizes medical reimbursement claims for both empanelled and non-empanelled hospital treatment under ECHS.

You can escalate the matter to the Central Organisation ECHS in Delhi, which functions as the apex authority for unresolved grievances.

CPGRAMS (Centralised Public Grievance Redress and Monitoring System) is the Government of India’s online grievance portal. Complaints related to ECHS submitted here are automatically routed to the Department of Ex-Servicemen Welfare and Central Organisation ECHS.

Beneficiaries can generally expect a reply within 30 days from the Polyclinic, Regional Centre, or Station Headquarters level, depending on where the complaint was raised.
